Adding layers When you add a new layer in Photoshop, you’re actually adding two images, as shown on the left in Figure 1-3. A new, empty layer is added that is _above_ an existing layer, as shown on the right in Figure 1-3. The layer you can see there is a solid black circle — it’s not visible in the Figure 1-3 version. This tutorial is intended to help you get started with Photoshop Elements on a Mac. If you want to use Photoshop Elements on Windows 10, you can refer to the Photoshop Elements 17.1 – macOS – Getting Started guide. Preliminary Note: Making a lot of tweaks like gradients, blending, and layer styles on PSD files will consume a lot of time. I don’t recommend doing that unless you have to or have an hour or two to spare. You can always finish your project in the end. In this tutorial, we will create a stylish looking desktop wallpaper. We will be using Photoshop Elements 20. We’ll also be using the VSCO presets that you can get for free. In Photoshop, you can set the layer styles to VSCO and apply the same settings to all the layers in a file without the hassle of manually setting these things for every layer. Step 1 – Importing Your Image Insert your image on the canvas. Once you insert your image, it will automatically include the preview. This step is just a formality to make sure you have the image you need. Step 2 – Adjusting the Shadow Check the circle radio button to apply the soft shadow to the entire image. The soft shadow in the shadows will make the image look more elegant. Step 3 – Setting the Gradient Map Under the gradient map panel, we have a complete colour gradient. Right click on a gradient area to set the colour. You can set the gradient brightness by clicking on the up arrow in the colour picker. To keep the gradient map simple, we will not create any gradient mask. Step 4 – Creating a Gradient Fill Layer Drag and drop a fill layer on to the canvas. You can set a gradient as the fill layer style. Step 5 – Creating a Gradient Map Layer Create a copy of the gradient fill layer and set a gradient on it to make the circle look like a circle. The symbol in the centre of the circle is an ellipse (a circle with three lines). This ellipse will not appear until we take a screenshot of this layer. Step 6 – Ating the Scale Layer Mask Make a copy of the gradient layer and set it as the scale layer mask layer. This step will cut out the shadow and the symbol from the circle. A couple of weeks back, Washingtonians were sent an angry letter from Mayor Muriel Bowser’s office. Accusing the mayor of « mischaracteriz[ing] the facts and truth of the matter, » it demanded that she « explain whether you have mischaracterized the facts » and « specifically provide [her] response to all of the questions raised by the District’s Office of Inspector General. » It’s a strange move for a mayor, who has no term limits, and a routine political gesture for the powerful. But Bowser showed a little bit of fire when she signed it. « I’m not going to lie to you, » she told the Washington Post the day the letter was sent. « I think the relationship is important to us. The relationship with [the Office of the] Inspector General is important to us. » Her anger about the letter wasn’t ambiguous. It made sense, because a municipal police department has a duty to answer questions about its conduct, even if it’s the OIG. And then a different letter arrived: From Inspector General Linda Singleton (no relation to the one who wrote the previous letter), confirming that the OIG had already conducted a comprehensive review of the incident, and that the Office had sent the mayor a report. « This has been a complete and thorough investigation, » she wrote. « We have found no evidence to support any charge that MPD was racist or engaged in unlawful conduct. » For those paying attention, the Mayor’s letter had been anticipated. Any accusations that Bowser was misleading the public about the incident are baseless. Her letter confirmed only what the IG had already determined in its report. The mayor’s office was so confident in the letter that it put it on its website. The Washington Post wrote about it. Perhaps some police-loving readers hadn’t been informed about the report. But the IG’s letter was public knowledge for anyone who cared to look. We’ve seen how dramatically the local press picks up a story, but why did even some local readers who are unfamiliar with the story pick it up on their own? Why does the IG’s letter get a pass?
